Compare health spending without mixing GDP shares and per-person amounts
Identify health expenditure measures, units, years and aggregation methods before comparing countries or totals.
Name the quantity
Current health expenditure as a share of GDP measures spending relative to the economy. It is not a per-person amount. WHO defines the measure as current health expenditure divided by GDP. The World Bank indicator SH.XPD.CHEX.GD.ZS is an annual percentage-of-GDP series sourced from WHO.
Keep scope visible
The World Bank metadata says current expenditure covers healthcare goods and services consumed during the year and excludes capital expenditure. A series for buildings or equipment cannot be added or substituted without checking the accounting framework. Government spending and total spending also require different labels.
A diagnostic example
Synthetic values: country A spends 10% of a 100-unit economy and country B spends 5% of a 1,000-unit economy. A has the larger share, while B has the larger implied total, 50 versus 10 units. Population and a comparable currency basis are still missing, so no per-person comparison follows.
Check aggregation explicitly
Do not average percentages and call the result a global spending share. The linked WHO indicator page describes an unweighted mean for aggregates, while the linked World Bank metadata labels its aggregation method weighted average. Keep the provider and aggregation definition attached; investigate the specific output rather than assume the two aggregates are interchangeable.
A useful comparison record
Save indicator code, provider, year, unit, currency/price basis where relevant, missingness, and retrieval date. For a correction, identify the exact mixed measures and the proposed compatible pair. Do not fill a missing year with zero or silently use a different country-year. This guide is about statistical interpretation and does not make healthcare recommendations.
